Bust measurement is what is included on clothing sizing charts. A size 4 has a 34" bust (I can confirm this, as I am a size 2 or 4 and have a 34" bust). However, if your bust is 34", your ribcage is likely much smaller. Mine is 27". I wear a 28F. Saying that a 34" rib cage is over weight is ridiculous though... Some people just have wide ribcages. Believe me, I'm fairly well-endowed, but by no means very big-busted. Like most people who find out their true bra size I was shocked - but once I got an actual 32G on it was like night and day. My bust looks better than it ever did in 36D VS pushup, and it's not even a pushup bra. It's about a billion times more comfortable too. I'm 5'6", weight about 107, and wear a 1 or 3 in juniors-sized jeans, a 1 or 2 in women's dress pants, and a 2, possibly a 4 in dresses, but I generally wear a size 34A bra. I'm pretty sure 34 is either a fairly average band size or on the small side. I have very small boobs. The only bras that fit me satisfyingly at VS are the "Very Sexy" push-up in 34A and the "Body by Victoria" demi bra in 32A because it has more stretch than most of their other bras. I wish I could find a 34AA in some styles. I agree that VS is terrible with measuring for bra size though. I was told I'm a 30C or D. Are you kidding me? The saleslady pulled the measuring tape too tight above my bust to be getting an accurate read, and measured me with a padded bra on and didn't seem to account for that. I just don't get what they tell me.
